Heron Bros. Ltd successfully delivered the Clockview Mental Health Facility in Walton, Liverpool, transforming a constrained brownfield site into a flagship centre for modern mental healthcare. Commissioned by Mersey Care NHS Trust under the TIME (To Improve Mental Health Environments) initiative, the project replaced outdated Victorian-era buildings with a purpose-built environment designed to promote patient recovery, support staff wellbeing, and foster community integration. As the first of five planned sites, Clockview set a new benchmark for mental health infrastructure across the North West of England.

The 6,100m² facility was procured through a Design & Build framework under the LIFT PPP model, with Heron Bros acting as Principal Contractor. Innovative timber frame construction was used to deliver the project efficiently while meeting high standards of quality and sustainability. Throughout the build, crushed demolition materials were reused on site, and the completed facility achieved BREEAM ‘Excellent’, reflecting its sustainable design credentials.

Clockview provides 85 inpatient beds across Adult, Dementia, and Psychiatric Intensive Care (PICU) wards, arranged within low-rise pavilion buildings linked by secure, landscaped gardens. The design includes a range of therapeutic and functional spaces, such as consultation clinics, therapy and activity rooms, outpatient facilities, and meeting areas. Dedicated learning and education facilities, occupational therapy zones, and welcoming family areas ensure that the centre meets both clinical and social needs.

Community connection is a key feature, with a social enterprise café providing a welcoming space for patients, visitors, and staff. Specialist sterile services, advanced M&E systems, and controlled ventilation have been incorporated to meet strict infection control standards. Additional facilities include crisis resolution and home treatment assessment spaces, administration offices, and integrated artwork installations throughout the building to enhance wellbeing and aid recovery.

Delivered without programme disruption despite major late stage design changes, Clockview Mental Health Facility demonstrates Heron Bros’ ability to deliver complex, high quality healthcare projects that are both operationally efficient and patient centred.
